There are more than ten major disasters caused by all kinds of natural variations since the establishment of the nation and some extracts are as follows:

The Huaihe basin is located in the climate transition region between humid and semi humid regions of East Asia monsoon. The region is the susceptibility for drought and waterlogging with the effect of terrain. The Huaihe basin has the typical characteristics of " drought without water, waterlogging with precipitation, flood with heavy precipitation ".

In the year of abnormal precipitation, the Meiyu rainband of middle and lower reaches of the Yangtze River will strand in Huaihe basin and form a strong focus precipitation. Because high terrain and large throw of upper reaches in Huaihe river, the flow and drain are fast.

The middle reaches are flat, the fall is small and the throw is slow. The downstream in Huaihe basin is extremely easy to cause flood and waterlogging with no downstream and concentrated heavy rainfall.

A continuous storm in the upper reaches of Huaihe in 1950 and the flood dikes burst in the middle and lower reaches. The heavy downpours had a serious impact to the north of Anhui Province, southeast of Henan Province and north of the Jiangsu Province; the total damage area was 438.2 million hectares and the area of disaster was 351.9 million hectares; the number of collapsed houses was 1,1690,000 and the number of affected people was 21,090,000.
