The history in Northeast of China about natural disasters of flood and drought has been divided into different time spam according to the different developmental record in diverse areas. These data in the western of Liaoning Province had been recorded quite early. In the document in the region of emperor Xi of Yan State (governed this region) during the Warring States period (235 B.C.), it was run that the whole country suffered a severe drought. In accordance with the document about flood and drought in the first year of Jingchu of Wei State during three Kingdoms period (237 A.D.), Liaohe River was noted that because of sequent ten day’s rainfall, there existed a freshet in Liaohe River. In western of Liaohe River, Yi County, it was recorded that the continual thirty days'rainfall in the intercalary August led to grossly insufficient grain yield so that people even ate other person in the second year. There was no any documents in the following hundreds of years until the eleventh year of Taiping under the region of Liao Dynasty(1031 A.C.), which said:"during the flood in May, many streams in the eastern of Liaoning province surged so much that all had to change their courses."

Therefore, before the 12 century A.D., there were very few records in the south of Northeast of China. During thirteen to seventeen century, the data about flood and drought had been recorded, mainly in the south of Liaoning province. As for Jilin province and Heilongjiang Province where many ethnic minorities lived in, owned nearly nothing such documents. Since the early eighteenth Century, there were more and more materials about flood and drought in Northeast area, mainly on coastal counties, and had formed a fundamental for the subsequent researches about the low of flood and drought in recent several years. Meteorological and hydrological observation data can be gained around the year 1990. Since the founding of the People’s Republic of China, many hydrological and meteorological network have been set up and a large number of data of flood and drought has been collected and arranged along with the unceasing economic development as well as the construction of irrigation works, which offered conditions for studying the change regulations of hydrometeor and natural calamities systematically in the Northeast of China.
