Songhua River basin area is very large, and there is a great difference among its climate, terrain conditions. Therefore, there are only a few years in which flood caused by just one time of rainfall and most floods were caused by several rainfalls. Therefore, the peak amount and region composition are complex. The whole basin is divided into 3 parts: the second Songhua River, Nen River and the main stream of Songhua River. For example:

The second Songhua River is the south source of the Songhua River, with a total length of 958 km and a basin area of 73 thousand and 400 square kilometers, and its the vast majority of watershed locates in Jilin Province. It takes up 42% of the area of Jilin Province and is the largest river in Jilin Province, the economic developed area of Jilin province and the main grain producing areas.

The flood of the second Songhua River comes mainly from the mountains above the Fengman station. These floods can be divided into 3 types according to its composition: type one is the upstream flood from above the Baishan reservoir (year 1957, 1960) , its volume takes up 50% of Fengman station, greater than the area ratio 44.7%; the second type is mainly from (year 1951, 1953), its volume takes up 70% of Fengman station, greater than the area ratio 55.3%; the third type is the water system flooding, such as floods in 1995 .
