The natural disasters not only caused serious damage to the people's lives and property securities and had great impact to the society and economy but also restricted our sustainable development severely.

Especially after 1990 s, the rapid development of industrialization and urbanization, the rapid expansion of economy and the accelerated movement of population gave a lot of pressure to the environmental carrying capacity. At the same time, under the influence of the global climate change, the natural disasters further increased. On average, About 300 million people are affected by the disasters every year, more than 3 million houses collapsed, more than 9 million people have been evacuated and the direct economy lost is more than 200 billion yuan. Particularly in the area of high risk, the density of population and asset have increased rapidly which caused the degree of damage to natural disasters has multiplied; and in some poor area, it is difficult to get rid of poverty because of the frequent disasters.
