In 2014, the disaster situation in Hunan Province was lighter than that in recent years, mainly flood disaster.
1.A wide range of disasters, especially in Western and central Hunan
122 counties (cities and districts) in 14 cities (autonomous prefectures) of the province were affected to varying degrees, with Western and central Hunan being the most severely affected, several cities (autonomous prefectures) in Xiangxi, Huaihua, Shaoyang, Yiyang and Changde were repeatedly affected. Huaihua, Changde and Shaoyang ranked the top three, accounting for 40.3% of the total affected population in the province; In terms of the direct economic losses caused by disasters, Huaihua, Shaoyang and Xiangxi are the top three, accounting for 56.5% of the total of the province; In terms of collapsed buildings and severely damaged houses, Shaoyang, Huaihua and Xiangxi are the most damaged ones, accounting for 53.7% of the total in the province.
2.Disaster and poverty are superimposed on each other
The repeated disaster areas in the whole province are mainly distributed in Xiangxi, Huaihua and other places, the rapid development of disaster situation and the large loss of disaster, coupled with the underdeveloped local economy and poor self-help ability, resulted in the superposition of disaster and poverty. The proportion of the population in need of assistance in the whole province accounted for 11.9% of the agricultural population, and the proportion of the population in Fenghuang, Luxi, Huayuan, Xupu, Hecheng, Chenxi, Taojiang, Anhua and other places accounted for more than 20% of the agricultural population. Most of the above-mentioned areas are not only national poverty-stricken counties or concentrated contiguous poverty-stricken areas in Wuling Mountain, but also areas with serious disaster.
