It should be pointed out that natural disasters are the result of natural forces acting on disaster bearing bodies. Due to the diversity and complexity of the disaster-bearing bodies, it is impossible to establish national uniform standards to manage many natural disasters. For example, different watersheds and different sections of the same drainage basin represent different floodwater levels, flows, and rainfall; for different small watersheds, the critical rainfall of mountain flood is different; for different cities and different areas of the same city (even different overpasses), the amount of rainfall that produces urban waterlogging is different; for different geographical conditions, the critical rainfall that produces geological disasters is different, etc. So it is unlikely to develop unified national standards. The water conservancy and land and resources departments set engineering standards for the preventing and treating these disasters. Based on the degree of economic and social development, they put forward requirements to prevent and treat disasters , and we need to study the intensity of these disasters.
