Affected by No.10 typhoon "Haitang" residual system and the upper trough,
the central and south of Songliao Basin were attacked by the heavy rain
in August, 2017.
The Songliao Commission attaches great importance to reducing the risk of the
heavy rainfall and takes various of measures to respond positively.
First, it is necessary to strengthen consultations and research.
The Commission Director presided over the two consecutive
flood control consultation meetings, analysis of basin water rainfall situation
and deployment were done. Secondly, the weather changes had been closely monitored
to carry out rolling hydrological forecasting, hydrological forecasting
by the main encryption frequency, and updating rainfall prediction
according to the actual situation. The grade-IV for the flood emergency response was started
by Total Drought Relief Coordination Leading Group for Songhua River.
To meet the national headquarters requirements, 4 working teams were
respectively assigned to 4 provinces-Heilongjiang, Jilin, Liaoning
and Inner Mongolia to guide work and view the flood situation,
the unmanned equipment was used to collect on-site flood situation
and timely delivery all-round and three-dimensional information.
