The 2017 Task Launch Meeting of IKCEST Disaster Risk Reduction Knowledge Service System held in Beijing

On May 5, 2017 task launch meeting for the "Disaster Risk Reduction Knowledge Service System" of the International Knowledge Centre for Engineering Sciences and Technology (IKCEST)under the Auspices of the United Nations Educational, Scientific and Cultural Organization (UNESCO), was held in Beijing, China. The following experts attended the meeting: Sun Jiulin, Member of the Chinese Academy of Engineering; Zhang Ming, Deputy Director of External Cooperation of the Office of Institute of Geographic Sciences and Natural Resources Research (IGSNRR), Chinese Academy of Sciences; Yang Siquan, Chief Engineer of the National Disaster Reduction Centre; Tang Hong, Professor at the Department of Disaster Reduction and Emergency Management, Beijing Normal University; and Yang Yaping, Deputy Director of the Earth Data Science and Sharing Department of IGSNRR. Additional attendees included the following; Song Dexiong, Director-General of the General Administration Department of Chinese Academy of Engineering, Executive Deputy Director of IKCEST; Liu Chang, Deputy Director of the Knowledge Center Office of the General Administration Department of Chinese Academy of Engineering; Liu Hongyang, Project Director of the Third Information Division of Strategic Consulting Center of Chinese Academy of Engineering; Fan Xiaobing, Business Director at Shanghai Ruanzhong Information Technology Co. Ltd.; Luo Man, Project Manager at Shanghai Ruanzhong Information Technology Co. Ltd.; and more than 30 backbone members of the project team. The meeting was hosted by Zhang Ming, Deputy Director of External Cooperation of the Office of IGSNRR.

Professor Wang Juanle, the project technical director of the Disaster Risk Reduction Knowledge Service, presented the 2017 task implementation report. Based on a review of the implementation of measures in 2016, the 2017 report focused on the developments driven by the UNESCO Disaster Risk Reduction (DRR) mission, such as the 2017 international disaster metadata standards; global disaster metadata databases; typical region disaster databases; the Disaster Risk Reduction Knowledge Service System platform; content relevant to the establishment of international training and cooperation. Subsequently, Bu Kun conducted an online demonstration of the Disaster Risk Reduction Knowledge Service prototype.

Experts attending the meeting highly recognized the progress of the Disaster Risk Reduction Knowledge Service System project and hosted an in-depth and dynamic discussion on the plan for implementing the 2017 tasks of the project. The discussion was focused on the development of disaster metadata technological standards, typical disaster mitigation cases, the establishment of specialized knowledge service content, international and domestic resource cooperation, and the sharing and convergence of the overall Knowledge Service System project platform and sub-platforms, the globalization of Chinese language data resources, collaboration with UNESCO et al, and provided related suggestions and advice.

In his closing remarks, Executive Deputy Director Song Dexiong stated that the task of the Disaster Risk Reduction Knowledge Service System was confirmed through a cooperation agreement with UNESCO DRR Section, and it was greatly advanced by the work done during the previous year. With respect to the tasks for 2017, it is necessary to increase UNESCO DRR Section cooperative demands, strengthen the establishment of global disaster metadata standards, promote the cooperation with national disaster centers, utilize technological means to integrate relevant achievements, strengthen the utilization of specialized knowledge services, continue to provide quality international training, make the online platform more attractive to users, and give complete freedom to the knowledge service system in fulfilling its role of supporting and influencing UNESCO.
