The "30.8" torrential rain is affected by the secondary senior position, the typhoon and the cold front. After July in 1930,the tropical weather system in the Pacific region was quite active. On July 10th and 14th, there were two typhoons respectively follow Pacific subtropical high's West-south edge on the North part, bringing massive warm and moist air to Liaoxi region, which promote the deputy high up north. Liao xi region always affected by subtropical high edge, causing cloudy and drizzly for days on end. On July 29th, No.12 typhoon came ashore on Fuzhou city. On August 3rd, it moved to lower reaches of Yangtze River and weakened to low pressure. On August 4th, it keeps weakening and coming ashore on North China. On 5th, it passed Liaoxi, becoming the main system which affected torrential rain in Liaoxi. The cold air that from Mongolia on August 2nd combined with warm and moist air transported by South-east air current to form cold front weather, which caused torrential rain in Liaoxi region.

Due to the northerly and westerly tropical pressure, which prevents cold air from moving to east side, causing cold front, typhoon and steam of South-east air current to keep converging, which strengthen the intensity of torrential rain. Besides, based on the course of torrential rain, beyond the Liaoxi Corridor, rainfall increased with the rising of terrain from South-west to North-east. Air current that was influenced by Songling Mountains, which was hindered near the Yi counties and Fuxin region. In addition, trumpet-shaped terrain which is beneficial to water vapour convergence motion, causing rare extraordinary rainstorm in the rainstorm-central zone.
