From mid-January to early February 2008, the southern region of China suffered from chilling icy rain and snow freezing disaster for four times which could be encountered once every 50 years overall and even be encountered once every 100 years in some provinces such as Guizhou and Hunan. This kind disastrous weather has a widely and deeply impact and can lasts a very long time. There are 20 provinces (autonomous regions and municipalities) and production and construction groups in Sinkiang were affected. Freezing caused a huge loss to people’s life and property, such as traffic, electric facilities, the supply of electric coal, agriculture and forestry, industrial and enterprise, people’s life had been influenced a lot. According to the statistic of Ministry of Civil Affairs, 129 people dead and 4 people missing because of the disaster; 1.66 million people were transferred to safe places; 0.485 million houses collapsed and 1.686 million houses were damaged; the direct economy was up to 1516.5 billion yuan.
