Drought warning signals

Drought warning signals have two levels and represented respectively by orange and red. The classification of drought level is based on the comprehensive meteorological drought index in the national standard meteorological drought rank (GB/ T20481-2006).

Drought orange warning signal

Criteria: the comprehensive meteorological drought index will reach a severe drought in the next week (the meteorological drought is once in 25 to 50 years), or more than 40% of the crops in some certain county (region) have been affected by drought.

Defense guidelines: 1.Relevant departments and units shall do emergency work to prevent drought according to their duties;

2.Relevant departments should release standby water sources, allocate all available water sources within their jurisdiction, and give priority to water supply for both urban and rural residents and their livestocks;

3.Downgrade urban water supply indicators, give priority to irrigation for cash crops, and restrict large amount of water supply for agricultural irrigation;

4.Limit water consumption in non-productive industry and service industry, and limit the discharge of industrial sewage;

5.The meteorological department shall carry out the operation of artificial precipitation in due time.

Drought red warning signal

Criteria: the comprehensive meteorological drought index will reach a severe drought in the next week (the meteorological drought is once in 50 years), or more than 60% of the crops in some certain county (region) have been affected by drought.

Defense guidelines:

1.Relevant departments and units shall do a good job in emergency rescue and relief for the prevention of drought according to their duties;

2.Governments at all levels and relevant departments should launch emergency water supply schemes, such as long-distance water transfer, and adopt various means, such as external water supply, deep wells and on-board water delivery, to ensure the drinking water of urban and rural residents and livestocks;

3.Provide water for urban residents in limited time or in limited quantity, and reduce or phase out agricultural irrigation water supply;

4.Water consumption in non-productive industry and service industry should be strictly prohibited, and industrial sewage discharge should be suspended;

5.The meteorological department should strengthen the operation of artificial precipitation in due time.
