Emergency management performance and evaluation

At present, the academic research on the evaluation of emergency management also involves the performance evaluation of emergency management, and the relationship between emergency capacity and emergency management performance is studied. Relevant scholars believe that emergency capacity and emergency management performance can be seen as government capacity and government performance in the field of emergency management. Therefore, the relationship between emergency capacity and emergency management performance can be studied by referring to the research approach of the relationship between government capacity and government performance. Since 2000, scholars have conducted empirical studies on the relationship between the two.

Berman Wang used questionnaires to investigate the relationship between local government management performance and government capacity in the United States. Studies showed that the emergency management performance of local government is not high, and the emergency abilities according to the contribution to the emergency management performance are ranked as follow: resources integration ability, information gathering ability, ability of maintaining stability, emergency rescue and emergency base ability.

Compared with the research on emergency response capability, the research on emergency response management performance is relatively slow. The government's performance evaluation of emergency management can improve the government's emergency management capacity and reduce personnel injuries and economic losses. However, few governments evaluates voluntarily. This phenomenon mainly stems from the following reasons: firstly, the emergency management function of the government is just emerging at the present stage, so the level of emergency management is relatively low, which makes it impossible to carry out evaluation. At present, in general, government performance reviews based on emergency management cases are uncommon. All that can be collected are the detailed cases of the world health organization on the prevention and treatment of SARS. According to the first case, the last case, the number of patients, the number of deaths, the warning time and the response time, an index system is established to evaluate the prevention and treatment performance of SARS in various countries.

In China, the performance evaluation of government emergency management is also in the primary stage. Wang Hongwei pointed out that the performance evaluation of emergency management is essentially applying the method of government performance evaluation to the field of emergency management. At present, government performance evaluation is usually result-oriented, specifically, customer satisfaction. In China, advocating people-oriented, and performance evaluation of emergency management needs to start from results and take the interests and satisfaction of the public as the starting point and end point.

As for the relationship between emergency capability evaluation and performance evaluation, Robert pointed out that they are not equivalent. The reason is that capacity evaluation refers to the ability of personnel, technology and resources in an organization to complete performance, but the object of performance evaluation is the result of capacity evaluation, namely the quality of behavior or activity implementation.
